Landlords: replacing heat in a Waterloo rental
Many houses around the University of Waterloo and Wilfrid Laurier University are rentals, from family homes let by the room to older houses split into units. Replacing heat in one means working around tenants, a licence and a lease calendar. The base price still follows the provincial ranges on Ontario Furnace Prices; what a rental adds comes on top.
The licence now asks about gas heating
The City of Waterloo requires a long-term rental licence for rental units outside apartment buildings. For new applications submitted on or after July 1, 2026, the city asks for an inspection of gas or oil heating appliances by a licensed gas fitter (its Form E), or a declaration that the unit has no gas or oil-fuelled appliances (Form F), and again every other year after that.
If a replacement is coming up, ask whether the installing contractor can complete the form on the same visit. A heat pump does not automatically end the requirement: if any gas appliance stays, check with the city which form applies.

Houses split into units
Some converted houses still run every unit off one furnace and one thermostat, so one tenant sets the temperature for everyone. A replacement is the moment to change that.
| Option | Typical installed price | What it changes |
|---|---|---|
| Replace the shared furnace only | $4,000 to $6,500 | Nothing about control: one thermostat still serves every unit. |
| Furnace plus a single-zone mini-split for the second unit | $7,500 to $13,000 | The second unit gets its own heating and cooling control. |
| Ducted heat pump in place of the furnace | $9,000 to $18,000 | Adds central cooling; still one thermostat unless the ducts are zoned. |
Before 13% HST. Shared heating between units also raises fire separation questions, so ask the installer and the city how your layout must be handled. Single-zone detail: ductless mini-split prices.
Time the job around the lease
Price it before it fails
A furnace 15 or more years old, or one with repeated no-heat visits, is worth quoting now. A January breakdown with tenants at home leaves no time to compare.
Book the gap between tenancies
If leases turn over with the academic year, the weeks between tenants are the easiest window. Otherwise, Ontario's Residential Tenancies Act generally requires 24 hours' written notice to enter for repairs.
Keep the paperwork together
File the model and serial numbers, warranty registration, the contractor's TSSA registration number, any permit and the gas inspection form with your licence records.
Questions for landlords to ask every installer
- Is the new unit sized from a heat loss calculation, or matched to the old one?
- Can your licensed gas fitter complete the city's gas heating inspection form, and is it in the price?
- Are the manufacturer's warranty terms the same for a rental as for an owner-occupied home?
- How long will the heat be off, and can you schedule around my tenants?

Split-levels in Lakeshore and Westvale
Waterloo's 1960s to 1980s split-levels and backsplits, common in areas such as Lakeshore and Westvale, put four short floors on one furnace. The usual result is a cool lower level in winter and a hot upper level in summer, and a new furnace alone rarely fixes it. Airflow does: a two-stage or variable-speed furnace that runs longer at low speed, more return air upstairs and balanced supply runs. Duct modifications typically add $500 to $3,000 or more. If the air conditioner is the same age, compare furnace and AC prices, since both share the ducts and blower.
Newer homes in Laurelwood and Columbia Forest
Newer subdivisions such as Laurelwood and Columbia Forest usually have condensing furnaces with plastic venting and ducts designed for central air, so a replacement needs few extras. The first furnaces in the older parts of these areas are reaching replacement age (see how long furnaces last). These houses suit a ducted heat pump at $9,000 to $18,000, or dual fuel with a gas furnace for the coldest days at $11,000 to $20,000.
Cold snaps and sizing
Waterloo shares Kitchener's winter design temperature of about -19°C. Size a new system from a CSA F280 heat loss calculation, not the old unit's label. In rentals, bedrooms added in a basement or attic, with doors kept closed, change how heat moves, so ask for a room-by-room calculation. Our furnace size calculator gives a rough first range.
Running costs: Enbridge Gas and Enova Power
Unlike most of Kitchener, Waterloo gets its gas from Enbridge Gas; electricity comes from Enova Power. Our defaults of about $0.50 per cubic metre and $0.15 per kWh are a fair starting point in the heating cost calculator. If tenants pay the utilities, a cheaper-to-run system saves them the money, but it still helps a listing.
North of the city, St. Jacobs and Elmira have natural gas, while some rural properties around Conestogo, Wellesley and Bloomingdale heat with propane, oil or electricity. Those homes fall into a different heat pump rebate category from an Enbridge gas home; see heat pump rebates in Ontario. Pre-approval is required before installation, and programs change.
Permits in Waterloo
Whether HVAC work in Waterloo needs a permit depends on the job, so confirm with the City of Waterloo's building division rather than relying on a general rule. The installer usually applies and adds the fee, often $75 to $300. Gas work in Ontario must be done by a TSSA-registered contractor. Comparing nearby? Questions people ask
Does a Waterloo rental licence need a furnace inspection?
For new long-term rental licence applications submitted on or after July 1, 2026, the City of Waterloo asks for an inspection of gas or oil heating appliances by a licensed gas fitter, or a declaration that the unit has none, and again every other year. Check the city's rental licence page for the current list.
Can tenants stay home during a furnace replacement?
Usually. A straightforward swap is normally done in a day, with the heat off for part of it. Ontario's Residential Tenancies Act generally requires 24 hours' written notice to enter for repairs, so give notice, avoid a cold snap if you can, and agree a plan with the installer in case the job runs long.
Is a heat pump worth it in a Waterloo student rental?
It depends on who pays the bills and how long you will own the house. A ducted heat pump typically costs $9,000 to $18,000 against $4,000 to $6,500 for a single-stage furnace, but it adds central cooling and can lower running costs. In a house split into units, ductless heads give each unit its own control.
Who supplies gas and electricity in Waterloo?
Enbridge Gas delivers natural gas in Waterloo, unlike most of Kitchener, where the city-owned Kitchener Utilities does. Electricity comes from Enova Power, which also serves Kitchener and the townships of Wellesley, Wilmot and Woolwich. Use the per-unit prices on those bills when you compare a furnace with a heat pump.
Why is my split-level cold downstairs and hot upstairs?
Warm air rises through the open stairs between levels, and one thermostat on one level cannot keep four levels even. A two-stage or variable-speed furnace that runs longer at low speed helps, as do more return air upstairs and balanced supply runs. A same-size furnace with no duct work usually leaves the problem in place.
